Best Toilet Paper for Septic Systems (2026): 8 Septic-Safe Picks

Updated October 2026. Septic claims checked against each maker’s own statements, Roto-Rooter and InspectAPedia.

Any regular toilet paper sold in the U.S. is fine for a working septic system, but thinner paper that breaks apart quickly is easiest on it. Our top picks are Scott Rapid-Dissolving for the fastest breakdown and Natural Value 100% Recycled if you want recycled fiber. Charmin and Cottonelle both say their papers are septic safe; they are softer and break apart more slowly, so use them sparingly. Never flush wipes, tissues or paper towels.

What makes toilet paper septic safe?

“Septic safe” on a label is not a regulated term. Roto-Rooter says the designation “is intended to indicate that the toilet paper will dissolve rapidly,” and suggests looking for products certified by NSF if you want more than the maker’s word. In practice, these are the things that matter:

  • Thin breaks apart faster. 1-ply and basic 2-ply papers fall apart quickly. InspectAPedia reports that lower-cost tissues break down faster and more completely than plush, extra-soft brands with softening additives.
  • Recycled and bamboo fibers are short. Shorter fibers separate more easily in water.
  • How much you use matters more than the brand. A thick paper used sparingly puts less into the tank than a thin paper used by the handful.
  • Lotions and quilting slow breakdown. Added lotion, aloe and heavy quilting make paper hold together longer.

Is recycled toilet paper good for septic systems?

Yes. Recycled paper is made from shorter fibers that separate easily, so it is generally septic friendly. InspectAPedia recommends recycled tissue mainly for environmental reasons. Natural Value and Cascades PRO in our list are both made with recycled fiber.

The picks in detail

Scott Rapid-Dissolving

Thin, 1-ply paper designed to break apart quickly, which is why it is sold for RV and marine toilets with small holding tanks. It is the safest choice if your system is older, you have a pump tank, or you have had paper clogs before. The trade-off is that it is less soft, so some people use more of it. Check price on Amazon

Natural Value 100% Recycled

Made entirely from recycled paper. Recycled fibers are shorter, so recycled tissue tends to break apart easily, and InspectAPedia recommends recycled toilet tissue for environmental reasons. It is our pick if you want recycled content without giving up a septic-friendly breakdown. Check price on Amazon

Charmin Ultra Soft

Charmin states that its paper is “septic safe” and “thoroughly tested to ensure it will settle in a septic tank and then undergo biodegradation in the tank,” based on testing at Procter & Gamble’s lab. Ultra Soft is thick and plush, so it breaks apart more slowly than thinner paper; use it sparingly. More detail: is Charmin septic safe? Check price on Amazon

Cottonelle Ultra Comfort

Cottonelle’s FAQ says its toilet paper is “clog safe and septic safe” and biodegradable. Like other plush papers, it holds together longer than 1-ply, so it is a fine choice for a healthy system with normal use. More detail: is Cottonelle septic safe? Check price on Amazon

Caboo Bamboo

Made from bamboo and sugarcane fiber instead of wood pulp. The maker labels it septic safe and quick dissolving. A good pick if you want a soft, tree-free paper. Check price on Amazon

Cascades PRO Standard

A basic commercial roll from Cascades, a recycled-paper maker. It is thin and inexpensive, and basic papers like this tend to break apart faster than premium brands, which makes it a practical choice for rentals, cabins and shops on septic. Check price on Amazon

Angel Soft Professional

Georgia-Pacific’s commercial version of Angel Soft. Softer than the Cascades roll but still thinner than ultra-premium brands, so it is a reasonable middle ground for a busy household. Check price on Amazon

Member’s Mark Ultra Premium

A plush store-brand paper. Like other premium papers it is soft and holds together longer, so it suits a healthy system that is pumped on schedule. Use the jar test below if you want to compare it to your current brand. Check price on Amazon

Toilets slow to flush or gurgling?

If more than one toilet or drain is slow, the tank may be full or the line may be blocked. Talk to a local septic company about pumping or an inspection.

Calls are answered by a pay-per-call partner network that connects you with a local septic company. Calling is free; we may be paid for referrals.

Test your toilet paper at home

Roto-Rooter’s jar test is the easiest way to compare brands:

  • Put 4 or 5 squares of each brand in a clear jar.
  • Fill it about three-quarters full with water and seal it.
  • Shake hard for about 10 seconds.
  • The paper that breaks into the smallest pieces is the best choice for a septic system.

If toilet paper is already clogging a toilet, see how to dissolve toilet paper in a septic tank for safe fixes.

What never to flush with a septic system

  • Wipes of any kind, including ones labeled flushable. See flushable wipes and septic systems.
  • Facial tissue and paper towels, which are made to stay strong when wet.
  • Tampons, pads, condoms, dental floss and cotton swabs.
  • Grease, cat litter and medications.

Quick answers

Is Charmin toilet paper safe for septic systems?

Charmin says yes: its paper is “septic safe” and tested to settle and biodegrade in a septic tank. Ultra Soft and Ultra Strong are thick, so use only what you need.

Is Cottonelle toilet paper septic safe?

Cottonelle says its toilet paper is “clog safe and septic safe.” Its flushable wipes are a different product; we do not recommend flushing wipes into a septic system.

Is 1-ply or 2-ply better for septic?

1-ply breaks apart faster. 2-ply is fine for a healthy system as long as you don’t use more than you need.

Do I need RV toilet paper for a home septic system?

No, but it doesn’t hurt. RV and marine paper like Scott Rapid-Dissolving is a good choice for older systems, pump tanks, or homes that have had paper clogs.
